Anabolic steroids in Ukraine do not belong to narcotics, but they cannot be called "free goods" either. The legal status of these substances consists of several levels: pharmaceutical regulation, criminal law and anti-doping rules. The editors explain how these levels relate to each other and where athletes and sellers often go wrong.
Three levels of regulation
When people ask if steroids are “legal,” they usually mean one of three different questions: can they be bought at a pharmacy, are there penalties for possession or sale, and can they be used in competition. The answers to these three questions are different, and mixing them up creates most of the confusion.
The first level is pharmaceutical. Anabolic steroids registered as medicinal products (for example, testosterone preparations for the treatment of hypogonadism) are available in pharmacies only with a doctor's prescription. Their production, import and trade require a license.
The second level is criminal. Some anabolic substances are classified as potent drugs, and illegal transactions with them are subject to the Criminal Code of Ukraine.
The third level is sports. Athletes participating in organized competitions are subject to anti-doping rules based on the World Anti-Doping Code. They refer to the very fact of the presence of a prohibited substance in the sample, regardless of whether it was obtained legally or not.

Specific substances classified as potent medicines
Order No. 490 of 17 August 2007 lists specific potent medicines, including metandienone and nandrolone. The broad pharmacological term “anabolic steroid” must not be treated as proof that every substance has the same legal classification. Check the exact substance and the applicable medicines rules.
A registered prescription medicine must be supplied through lawful pharmacy channels under the applicable prescription rules. An online advertisement, a gym sale or a seller’s claim does not demonstrate that those requirements have been met.
Medicinal-product registration, classification as a potent substance and anti-doping status are separate questions. A product marketed for “sport” or “research” may lack authorization for human use; the lawful position depends on the exact substance, product and activity, rather than the marketing label alone.
The list of potent drugs and the rules themselves may change, therefore, for legally significant decisions, you should always consult the current edition of the regulatory acts on official resources or consult a lawyer. This article describes the general logic of the regulation and does not provide legal advice.

Criminal responsibility
Article 321 addresses unlawful activities involving poisonous or potent substances and medicines. Its first part includes acts undertaken for sale and sale itself; its second part concerns breaches of handling rules. A small amount or a claim of personal use is not a universal exemption: the exact conduct, substance and applicable provision matter.
Qualifying features that increase punishment are traditionally considered repetition, prior conspiracy by a group of persons and large sizes. In practice, those who sell steroids, organize their underground production or import consignments from abroad are most at risk.
The importation of potent substances outside customs control can be qualified as contraband (Article 201 of the Criminal Code). Even a small parcel from abroad, which a person ordered for himself, can become the subject of customs review, and further legal assessment depends on the amount and circumstances.
Separately, the Criminal Code provides for Article 323 — encouraging minors to use doping. This is one of the few norms where it is doping, and not drug trafficking, that is the subject of criminal law. A coach or other adult who encourages a teenager to use anabolics risks criminal prosecution.
Anti-doping rules for athletes
Ukraine has ratified the UNESCO International Convention on Combating Doping in Sports, and national anti-doping activities are based on the World Anti-Doping Code. The functions of the national anti-doping organization are performed by the National Anti-Doping Center.
Anabolic agents are included in category S1 of the WADA Prohibited List and are prohibited at all times, both in-competition and out-of-competition. It does not matter to the athlete whether he obtained the drug legally with a prescription: without a therapeutic use permit, a positive test is a violation.
Anti-doping rules operate on the principle of strict liability: the athlete is responsible for any prohibited substance in his body, even if it got there accidentally. The standard term of suspension for intentional use of anabolic steroids under the current Code is four years.
Sports sanctions are distinct from criminal penalties and can restrict eligibility to compete. Findings from an anti-doping investigation may also be relevant to a separate law-enforcement investigation, particularly where supply or sale is alleged.
- An athlete at the national team level and included in the testing pool is under the full control of the Code.
- An amateur can also be tested in official competitions.
- Coaches and doctors who facilitate doping bear separate responsibility under the Code.
Typical mistakes and myths
Myth: “Steroids are not narcotics, so there can be no legal consequences.” Narcotic classification is not the same as medicine regulation or classification as a potent substance. Different rules and offenses can apply.
Myth two: "if the drug is sold on the Internet, it is legal." The legality of the sale is determined by the presence of a license and registration, and not by the presence of the product on the website. Labels such as "for research" or "not for human consumption" do not change the legal status of the substance.
Myth: “A prescription prevents a sports suspension.” A prescription is not a therapeutic use exemption and does not automatically resolve every legal issue. Athletes need to follow the applicable TUE process.
Myth four: "the sports store is responsible for the composition of supplements, not me." For anti-doping rules, the athlete is responsible for the contents of the body. Supplements with undeclared anabolics are the real reason for positive tests.
Editorial conclusions
The legal status of anabolic steroids in Ukraine is determined by three levels: pharmaceutical (prescription dispensing), criminal (illegal trafficking of potent medicines, smuggling, encouraging minors to doping) and sports (anti-doping rules).
The greatest criminal risk is associated with sale, manufacture and import, and for athletes the key risk is suspension, which occurs regardless of the legality of the purchase.
Medical need, a lawful prescription and clinical supervision are essential for authorized treatment. Athletes must also follow applicable TUE rules. These requirements are not a blanket guarantee about every product, purchase or import situation.
